Macron Reappoints Lecornu as French Prime Minister In the Wake of Days of Unrest

President Emmanuel Macron has called upon his former prime minister to return as the nation's premier just days after he resigned, triggering a period of intense uncertainty and political turmoil.

Macron made the announcement late on Friday, shortly after gathering leading factions collectively at the Élysée Palace, excluding the leaders of the far right and far left.

Lecornu's return came as a surprise, as he declared on broadcast just 48 hours prior that he was not “chasing the job” and his “mission is over”.

It is not even certain whether he will be able to establish a ruling coalition, but he will have to start immediately. Lecornu faces a time limit on Monday to put next year's budget before parliament.

Governing Obstacles and Budgetary Strains

The Élysée announced the president had given him the duty of creating a administration, and his advisors indicated he had been given “carte blanche” to act.

Lecornu, who is one of a trusted associate, then issued a detailed message on X in which he agreed to take on responsibly the task given to him by the president, to strive to finalize financial plans by the end of the year and address the everyday problems of our countrymen.

Ideological disagreements over how to reduce France's national debt and reduce the fiscal shortfall have caused the ouster of multiple premiers in the last year, so his challenge is enormous.

The nation's debt recently was close to 114% of economic output (GDP) – the third largest in the eurozone – and this year's budget deficit is estimated to amount to 5.4% of economic output.

Lecornu said that everyone must contribute the imperative of restoring France's public finances. Given the limited time before the completion of his mandate, he cautioned that anyone joining his government would have to set aside their presidential ambitions.

Governing Without a Majority

Compounding the challenge for Lecornu is that he will face a vote of confidence in a parliament where Macron has lacks sufficient support to endorse his government. Macron's approval plummeted in the latest survey, according to a survey that put his support level on 14%.

Jordan Bardella of the right-wing group, which was excluded of Macron's talks with faction heads on the end of the week, commented that the prime minister's return, by a president increasingly isolated at the Élysée, is a misstep.

Building Alliances

Lecornu at least is aware of the challenges in his path as he tries to establish a cabinet, because he has already used time lately consulting political groups that might participate in his administration.

Alone, the moderate factions cannot form a government, and there are splits within the traditionalists who have supported the ruling coalition since he failed to secure enough seats in recent polls.

So he will consider progressive groups for future alliances.

Fabien Roussel from the Communists commented post-consultation that the progressive camp wanted real change, and a leader from the president's centrist camp would not be supported by the citizens.

Environmental party head Marine Tondelier said she was “stunned” Macron had offered the left almost nothing to the progressives, adding that the situation would deteriorate.
